It was hinted that we are going to get at least something for Skyrim, and one would think that it is Dawnguard or Hearthfire. To be honest though, it could just be a free exclusive patch for us. Anyways, here's the link. What do you think that they are hinting?

Answer
To give my complete and honest opinion, if I was Bethesda, after all the moaning from Playstation 3 users who think they're legally entitled to it, I wouldn't even bother patching the game, making new games for the system or even responding to them.

Seriously, to Playstation 3 users, I was once one myself before I went to the PC, but you are not entitled in anyway to this DLC. You are entitled to have it once you have paid for it, but I do not see any paid money from the Playstation 3 users on the specific Dawnguard and Hearthfire DLC.

To answer the question, I don't think it's even a hint. Hines doesn't speak on behalf of Bethesda, he just personally said that he has things to confirm. He could be confirming that it won't be arriving at all, or that it'll take a few years. Who knows?

What is the best kind of graphics card I should/can get?

My computer is an Acer Predator G3610 and a PCI-Express x16. This is mostly going to be used for hardcore gaming, one of those games including Arma 3. The current card I use is an NVIDIA Geforce GT 530. I would like to run most games on maxed out or at least high settings. Also, will I need to upgrade anything else? (Note: Money is not an issue here.)
Processor: Intel(R) Core(TM) i7-2600 CPU @ 3.40GHz (8 CPUs), ~3.4GHz
RAM: 8192MB RAM

Answer
You'll need to upgrade the factory power supply in order to support high-end gaming cards. Acer's stock PSU is only enough for entry-level cards like the GT 530.

So install one of these:

http://www.newegg.com/Product/Product.aspx?Item=N82E16817139040

then you'd be able to support cards like the Radeon HD 7950/GTX 660 Ti (about $300), or higher-end models like the GeForce GTX 670/Radeon HD 7970 (about $400), even the GTX 680 ($500)

When it comes to power supplies, always go with top-quality brands like Corsair, XFX, Antec, Seasonic or Enermax. The 650W XFX power supply I linked is plenty, but the Corsair is on sale so why not grab an even stronger unit for less? You can pay extra for a modular power supply which cuts down on cable clutter. In fact, if you want a best-of-the-best PSU, here you go:

http://www.newegg.com/Product/Product.aspx?Item=N82E16817151102

Now those won't perform any better than the other units, they're just the highest-rated in terms of build quality, reliability etc.

Anyway, back to graphics cards...

The $300 cards (GeForce GTX 660 Ti/Radeon HD 7950) are capable of running titles like Battlefield 3 and Arma II on ultra/max settings at 1080p with over 65fps. However for Crysis 3 it's recommended to go higher (GTX 680 or HD 7970) if you want to play on ultra.

here's how those cards perform:

Yes, there are uber-cards like the GeForce GTX 690, Radeon HD 7990, Radeon HD 7970X2 and but I'm not sure if Acer's case provides sufficient airflow & cooling for those monster cards.

Anyway, here's a look at the very highest-end models:

Note- Nvidia's new Titan is still slightly less powerful than the GTX 690 as a single-card solution.

Good luck!
