Cheapest PC for Gaming?

I need a pc that can play games like TESIV: Oblivion or things like the Total War series. Im a complete noob when it comes to PC gaming, im not assed about if it can play new FPS or things like that as i have an Xbox for that so just really for the previous mentioned. Thanks for your Help.
