I have a brand new pc that I built and I have a built on hs radeon 4200 graphics card but I can only play games at 640x400 cause it lags to much
And I was wondering what graphics card would be the best for games like mafia 2.. ghost warrior and call of duty. My price range is between 100 to 200 hundred cheaper the better

Asus motherboard with pcie 2.0 M4A785-M
Amd phenom II 955 black edition CPU
450 watt psu but will upgrade
4 gb 800 ddr2 RAM

you have built a excellent pc up to now and as you have stated the intergrated radeon HD4200 graphics are pretty abysmal.... however with a budget of between £100 and £200 there are a few cards i would recommend with the first one being the "Asus HD 6850 1GB GDDR5 OC Graphics Card "( http://www.aria.co.uk/Products/Components/Graphics+Cards/ATI+6000+Series/ATI+Radeon+6850/Asus+HD+6850+1GB+GDDR5+OC+Graphics+Card+-+(EAH6850+DC/2DIS/1GD5/V2)+?productId=42291) .... for the price this is a extremely powerful card and has some excellent specifications... these include a 790mhz core clock and 1gb of gddr5 memory clocked at 4000mhz effective.... throw in a 256bit memory interface and 960 stream processors and you have a card that will run mafia 2 and call of duty black ops at high detail and resolution
the next card is the "MSI GeForce GTX 560Ti Twin Frozr II OC 1024MB GDDR5 PCI-Express Graphics Card"( http://www.aria.co.uk/Products/Components/Graphics+Cards/Nvidia+GTX+500+Series/nVidia+GTX+560+Series/MSI+GeForce+GTX+560Ti+Twin+Frozr+II+OC+1024MB+GDDR5+PCI-Express+Graphics+Card+?productId=43660 ).........this has a 880mhz core clock and 1gb of gddr5 memory clocked at 4200mhz ddr effective.... theres 384 stream processors and a 256bit memory interface... however this card runs alot cooler than previous nvidia high end cards.... and the twin frozr cooler is one of the best and most efficent gpu coolers around...
either of these cards will be ok however you may have to upgrade your psu to a 550w model...... but dont worry,this wont cost the earth... you can get the "Corsair Builder Series 600CX Power Supply"( http://www.aria.co.uk/Products/Components/Power+Supplies/650W+or+less/Corsair+Builder+Series+600CX+Power+Supply+?productId=42488 ) for just £53 and this will power both these cards without any problems... theres also a strong single +12v rail that will power the card and all your other components in your pc,and being corsair you know you are getting quality hardware !

Can someone explain PC game graphics card requirements to me?

I can understand RAM or CPU requirements, there's a number, if my computer's number is higher Im good. But I don't understand graphic cards. It seems to be determined by it's model, and some graphics card with more memory are worth than others with less? How do i know if my computer's graphics card can run a game?

Check the specification to run the game and see if your computer can play the game. How you can tell a high end card from low, I'll start with the ATI graphics card. ATI unlike its counterpart, NVIDIA has four numbers like ATI HD 6950 or something like that.
The first # - which is 6 tells the generation of the card
The 2nd # - I forgot, but I remember the higher the number, the better.
The 3rd # - Usually the same with the second, the higher, the better.
The 4th # - Usually just stays a 0
For Nvidia card - We'll use NVIDIA GTX 580
The first # - which is 5, indicates the gen of the card
the 2nd # - which is an 8, the higher the better the better performance the card but more expensive. Same goes with ATI brand
the 3rd # - is usually a 0.
There are also Video Ram 1 gb, 2 gb etc. The higher the better but more expensive. There are also different type of memory
