Ram/Memory : G.Skill Ripjaws X series 16 GB DDP RAM

Graphics Card :EVGA GeForce GTX 670/680 FTW GDDR5 256 bit

Hard Drive: Western Digital 1TB SATA 111 7200 RPM

Operating System: Windows 7 64 bit

Disk Drive/ Optical Drive: ASUS 24 x DVD-RW Drive oem

Power Supply: Corsair CX750M ATX 12V 250 Watt

Heat Sink: Enermax ecomaster ETS-T40-TA CPU cooler

Answer
With a computer case and GTX 670, you are at $1500

But gaming does not use the hyperthreading of i7, and the 3820 is Sandy Bridge E with only PCIe x 16 2.0 support and needs only 8GB RAM, and you are missing an SSD, and the CPU cooler is pretty, but there are better rated cheaper.

and the same price aimed at top level gaming
http://pcpartpicker.com/p/PChQ
Core i5-3570K 3.4GHz Quad-Core- supports pciex16 3.0 and overclocking
Cooler Master Hyper 212 EVO 82.9 CFM performance over appearance and is cheaper
ASRock Z77 WS ATX LGA1155 Motherboard - High performance also, but matches the 1155.
G.Skill Ripjaws X Series 8GB (2 x 4GB) DDR3-1600 Memory- ram is up in price, cut to 8GB
Crucial V4 128GB 2.5" Solid State Disk - added this
Gigabyte GeForce GTX 680 2GB Video Card on this build
Antec Eleven Hundred ATX Full Tower Case you were missing
Corsair Enthusiast 750W 80 PLUS - Better quality TX750M
LG GH24NS95 DVD/CD Writer
balance the same.

I need help finding a gaming desktop that is under 1500. I need it to run Shogun 2 total war and Starcraft 2 on max setting without any problems. I know that building a pc is the best way to go, but I how no idea what parts to buy. :/ Any suggestion would be really helpful. Thanks!

Right now i have a m15x alienware and somehow i cant run starcraft 2 on ultra setting or even high without lagging.

Ram: 6gb
Os: window 7 64-bits
Video card: ATI Mobility Radeon HD 5850
CPU speed: 1.73GHz (8 CPUs), ~1.7GHz

Answer
Ah yes! I love this questions! Lets get started then shall we? 1500 bucks, No problem!

Lets start with the case

Probably one of the most familiar cases. With great airflow, and the lights go along with the hardware we will choose too!

Motherboard + RAM

Not the one i planned on showing you but all the other P67 motherboards are sold out. But MSI is still a highly trusted brand and they have an awesome looking BIOS. I also put some really nice G.Skill RAM designed for P67 motherboards. And yes I said P67 which means we must be going with a Sandy Bridge CPU :OOO

CPU + CPU Cooler
The Intel Core i7-2600k. You ever heard of the Six Core Intel Core i7-980x, who hasn't? Yea the highest performing desktop CPU( Right after the 990x of course ) is being beaten by this Quad Core 2600k in most benchmarks! And at only like 1/3 the price too! And even better, these 2600k CPU's can be overclocked to 4.5Ghz on stock aircooling. So imagine what you could get if you had Liquid cooling(which you will, A Corsair H70 to be exact). In the future though Buy two high RPM fans to do Push/Pull for better temps. I couldn't do it because it would go over your price range.

CD-Drive/DVD Burner
Nothing special about it really. Its from ASUS though.

HDD + PSU

Western Digital Caviar Black. And a Modular Corsair 850w 80+ Silver Certified PSU.

GPU and OS

I believe thats probably the best GTX 560ti that you can get with clock speeds that high. Plus you can OC it even more. Windows 7 Home Premium 64bit

Total: $1,496.72

So I hope you like it, I'm sure you will. Any more questions or need more help. Just hit me up
