PC and desktop. What you want to look for when you buy a gaming machine is the graphics card because it renders 85% of the game the CPU does the remaining 15%. If you want to have a satisfying experience spend something in the neighborhood of 800 to 1000. If you can buy parts from Newegg and have a friend help you build it. You can save hundreds of dollars by building your own. I built one recently for 500 that does a terrific job at gaming on such a small budget. But if you do not have the knowledge, go to a company like ibuypower or cyberpowerpc and get one of their customized rigs. They are affordable and more suited for gaming than regular pc manufacturer. In todays gaming world you need to look for a Core i series processor or a AMD Phenom series. Look for the processor to have have more than 2.5ghz. Also if you can try to get a quad core to future proof a little bit. In the Core i series go with a i5 or i7. i5 will do just fine but i7 is icing on the cake. If you go AMD you will save money. With the saved money go Quad. So in AMD terms, go AMD Phenom x4 and get one with over a 3ghz clock. That will make for a awesome processor.
Now for graphics card, ATi and nVidia are head to head right now so it is a matter of choice. But I have lived on both sides, right now I have a ATi 4890, and I am telling you to go nVidia because of ATi's driver problems that lead to major headaches. If you go cheap, get a GTX 260 or GTX 275 at the least. These are both good graphics card but are not DX 11 so they are not future proof, you will need a new soon down the line. You can get a nVidia 470 for around the neighborhood of 300-350 dollar range.
With those two key components you should being sitting somewhere from 500-750 dollars. Depending on how much power you want. Next get at least 4gb of ram, but ram is a bit expensive when you get to 6 or 8 gb. So you can hold off on those upgrades for now. Hard drive wise it would be smart to get 500gb at 7200 rpm. In total you should expect to pay 750-1000. That is just how it goes. This machine will keep you satisfied for a year and then you will look for upgrades. The great thing about desktop pc's is that they are completely upgradeable. So what you most likely will look at upgrading is your RAM and possibly graphics card. It will 2-3 years down the line before you get another CPU if you are Intel processor based because of their price and they arent backwards compatible. If you go AMD you could upgrade next year and get a six core with a 3.2ghz clock speed for somewhere around 200. Today you will pay 300 or more for that part on newegg.

BTW if you go to Cyberpowerpc, I would recommend the Gamer Dragon 8000 today. I would just change the graphics card in the build to something a little better, but as it sits right now is a good rig for $789. If you get into this, be ready for a expensive hobby but it is rewarding and is far more useful than the alternative game console. Always know that your rig will be really outdated within two years time. Even if you get the best general consumer rig out there, the parts will be good enough for 3 years. Than you will see the average gamer rig beat you.
