Hi, I recently asked a question if I had a good rig to game. I had no straight answer but a person that answered (A top contributor in the desktop section) told me running Windows 7 64-bit with 12 GB of RAM was odd. The reason it was odd was because he said that Windows 7 can only access 8 GB of RAM and I'm wondering is this true? Also, can I for once get a straight answer.

OK, in a nutshell you've got a below-average gaming rig because of the low-end graphics card. But that's easy to fix. Just replace it (and the computer's power supply, if necessary).
For gaming, the single most important component in your computer is the graphics card- not the CPU, not the amount of RAM. So ideally, the graphics card should be the most expensive part in your computer.
But in your case you've got a very powerful $300 CPU (Core i7 2600) paired with a $60 graphics card (GeForce GT420). So your gaming results are limited by the low-end card. Even a $120 graphics card like a GTS 450 or Radeon HD 5750 would more than double your fps in games.
While 12gb of RAM is overkill for gaming, your copy of Windows 7 doesn't have any problem recognizing all 12gb of RAM. It simply isn't useful, because no games utilize more than 4gb. Unless you're editing video in Sony Vegas, working on huge files in Photoshop or doing 3D design work in AutoCad, Maya or Blender, there's no benefit to having that much RAM.
The person who said your Windows 7 could only use 8gb of RAM was mistaken...
All 32-bit versions of Windows can only recognize 4gb of RAM, no matter how much RAM is physically installed. The version of Windows with an 8gb limit is 64-bit Home Basic, but that's not what you have installed. Your version of Windows is 64-bit Home Premium, which can access up to 16gb of RAM. 64-bit Windows 7 Ultimate and Enterprise editions can recognize even more, up to 192gb.

Anyway, all you need is a higher-end graphics card to make your computer fly. For games, approximately 75% of your performance is determined by the graphics card. For reference, your GT420 has performance basically identical to the older GT220, maybe slightly faster like a Radeon HD 3850 (at best).

Your problem... even the highest-end card on that chart is below what a gaming computer with a Core i7 2600 should have. You're simply bottlenecked by that cheap graphics card. You'd want to replace the GT420 with a Radeon HD 6850 (about $160) at minimum, preferably a GTX 560Ti or higher. Here's the chart of graphics cards appropriate for your rig:

Since higher-end graphics cards require more power, you might need a better one to support cards of the $100-$250 level. Most pre-built computers come with low-wattage power supplies that aren't strong enough to handle major upgrades. For you, a good 550-650W power supply is recommended.
