Um, you'll be able to make an AMAZING PC for $1000. Here's what you should buy (it's what I'm running and can run COD4 or any other game at full settings except maybe Crysis or other inefficient engines):

~4 units of 1gb DDR2 RAM. Brand does not matter, buy what's cheap if you don't care otherwise!

~Socket 775 Intel processor. I'm running a 3ghz Pentium D, dual-core processor that I got OEM for $50. You won't find it that cheap, but still, shouldn't cost you too much -- no need to spend over $200 on the processor unit.

~Video card. Here's the thing that's gonna determine how well your games run. No ifs ands or buts, go with the ATI HD3850 or newer. A lot of people will tell you NVidia is better than ATI, but don't listen -- most of them are just fooled by superficial benchmarks on the internet and the performance is not really any better. ATI has better support and is easier to maintain and use, and look a whole lot cooler too. "ATI HD3850 video card" is what you'll have to ask for/search for at the store.

~EVGA board. They're cheap and have fine basic features. Alternatively, buy a cheap equivalent ASUS (better brand, tends to be more expensive, you decide which you want). Choosing a motherboard is easy, just look at all the boards the store has and make sure it is compatible with all the other stuff. That's really all there is to worry about! But it's also the most important thing.

~And finally, power supply. Just ask for a power supply that's 450 watts or more, simple as that.

So just write down this stuff and then go to your store, or an online store like http://www.tigerdirect.ca, and ask or search for each individual item and put it together yourself (very easy to do). It will not cost you over $1000 and you'll be able to run any game. This build of PC is over twice as powerful as, say, the 360 -- more, in some aspects (the 360 only has 512mb of RAM, this PC has 8gb; 16 times as much!!)
